Take a look in the vfp help file at this topic:
Distributable and Restricted Visual FoxPro Features and Files

There you will see that BUILD PROJECT is not supported in a distributed executable (.exe) file.

It makes common sense, BUILD PROJECT is not an end-user command, but a developer command, so you need the 'development' version of VFP (read full version) and not the 'end-user' version of VFP (read: Runtime files only)
