A new question means simply a new thread.
The normal way for that would be to post a new message in the
Chatter Forum, category
UT relataed topics. This makes it easier for somebody else to answer the questions.
For the autoqoute I must admit that I lost track where Micheal is hiding it. But if you reply to a message there is a "Help" available on the footbar of the message. Have a look there.
