The ability to hide the scrollbars wasn't dropped, but the original spec had three values for the property: 0-always show, 1-show only when needed and 2-never show. They dropped 2-never show.

Most often, you'd want to hide the scrollbars in a listbox that normally has no more entries than fit. That way, you don't take up visual space.
