The problem is the markets the teams play in are way too different which tilts the monetary advantage to places like New York and Los Angeles. In the case of the NHL, this tilt is away from Canada and toward US in general and toward NY in particular. The NY Yankees get (I think) over $50 MILLION per year from the local TV broadcast rights. Other markets get no where near that total. Th best compromise, IMO, would be to have 100% revenue sharing of the broadcast fees among ALL teams to level out the differences in the markets. That value per team plus some revenues based on minimum ticket sales per team would be the MINIMUM salary base that each team must meet. Then implement a luxury tax of some percentage that renegade owners must pay if they exceed a certain total salary level.
