Terminal Services can certainly be licensed for more than 1 user on a given server: http://www.microsoft.com/windows2000/technologies/terminal/default.asp#section7

You should make sure the server is powerful enough to handle multiple simultaneous users. Also, if you're currently using a phone line to connect you'd probably need to upgrade the link to handle multiple users.

However, I don't know if TS in SBS can be upgraded, and I couldn't immediately find the answer on Microsoft's web site. Maybe you could give them a call or contact your local sales rep.
