Okay, I found the last email (June 16). He said he did get approval from you (sorry) but was still awaiting the contract from MSFT's legal department. I guess they've not sent it to him. He was going to email me when they became available, and he hasn't changed the "coming soon" tag line on his web store, so it's probably a safe bet he is still waiting.
