The only version I recall which contained the Transporter was VFP3. It may be posted somewhere for download. It would be worth a search to look for it.

HOWEVER, I do not recommend transporting code from FPW to VFP. While the transporter does actually move the code, it does not an optimal job of it, and it leaves you with code that is difficult to maintain.

It is worth a try, though, if you want to see what it does so you can get ideas from the result.
