Have you tried the Microsoft date and time picker control? Go into Tools --> Options --> controls tab. Select ActiveX controls. Check Microsoft Date and time picker control and click set as default. In the form designer go to the form controls toolbar and click on the view classes button and select ActiveX controls. From there put the control on the form.
