vfp7r.dll is the "normal" runtime, not the multi-threaded DLL runtime, which is vfp7t.dll.

However, in case you didn't already realize this, "multi-use" or "single-use" refers to the instancing of the server, no matter if it is DLL or EXE. It is not the same thing as multi-threaded DLL. You find the instancing settings on the Servers tab in the Project Info (after you have built the project at least once with an OLEPUBLIC class included).
