What I usually do is (in command window, but could be a prg):

set resource off
use (set("resource",1)) exclusive
Delete For id="WINDBROW    "
Pack
Use
Set Resource on

So if any of the records in Foxuser where these were supposed to be stored has gone astray, this removes them, and it should behave right after this.
