In principle I don't know how to automate the following, but let me explain the following general considerations, anyway.

There is a PING command, which you can use from a console window, which sends a message to a computer on a network, and the computer then might respond. Let's say you chose fixed adresses, in the range 10.x.x.x., and that the first address was assigned to the server. The command in a console window might be:
ping 10.0.0.1
If the other computer does NOT respond (you get the "timeout" message), this can mean one of several things:

  • The other computer is off.
  • There is a problem with the network.
  • Either the computer or a router in between was programmed to ignore PING messages (or ICMP messages, which is a broader category that includes some other messages).
