I once had a simular problem. The problem end up being in the phone line at the box at my home. The phone company can only varify the line as far as the box at the home. From there on (at is to the phone jack on the wall) they need to send out a tech person at your expense. I my case, there was a plug in filter (or something) at the box that was going bad. Once it was replace, the problem never returned.
