I think you're right. I know there are some other odd behaviours also. Have you ever tried to add a KeyPress method to a container (or any other object) and then set the keypreview property of the form to .T.

It won't capture all keypresses, but at least some (like escape, return, tab, etc). It is inconsistent, but it also could be used as a feature to solve some problems.
