You're not supposed to be able to stop it. Lifetime of a COM+ host is determined by its config settings. It has an idle timeout to unload.

If you need to kill it because you need to update something then you can use the Component Services Plug in and use the Stop option on it to shut it down. You can also do this programmatically using ADSI - i think there's an example in how to do this with the VFP Solution samples for project hooks. You can do this remotely even given that you have rights to do so.
