I think you mean SOAP 3.0 ?

I do not know about the 'recommended/best' way, but I am usually include into Install shield project (all what I have and it works OK on client's side):
- p.2 (Specify Application Data) (Objects/Merge Modules):
- SOAP SDK Files
- SOAP SDK ISAPI Files
- XML 3.0 (just in case)
- XML 4.0

But before this operation, I did install on my computer all new (the last) SOAP 3.0 and XML packages...

But may be somebody know the right way...
