The main problem here is automated processes, which might modify thousands of records for a single user action. If all those changes get recorded, your audit trail might indeed grow quickly.
I moved the audit data to historical tables regularly, mainly to keep my daily backup small. With 10-15 users, and a system with some 70 tables, it would have taken 1-2 years to reach the VFP limit of 2 GB per file - so that was not my immediate problem.
