Why not use SQL

SELECT DISTINCT empno ;
      FROM  currentTable.dbf INTO CURSOR cNewRecords2Add ;
      WHERE empno NOT IN (SELECT empno from NewTable.dbf) NOFILTER
select NewTable
append from (dbf("cNewRecords2Add"))
