Makes perfect sense and to me that is the $64,000 question! Neither the corp. management nor the driving shareholders (i.e. the big pension fund managers) actually gain that much $$$-wise form their relocation decisions and any of those $$$ pale to insignificance when the impact on people and local economies is concerned.
I can only guess that it comes from their MBA training, the main message being 'the bottom line is all that counts'. This is possibly used to permit them to ignore socio/economic impacts of their decisions.
