Try XFRX tool from eqeus.com. It ouputs your standard frx reports to variety of formats including PDF.

If buy their PDFL library for programmatic writing to PDF, then you can
as well use my CodeRep tool (freeware) for writing OOP reports in code. This way you can implement nonstandard reporting tasks with great flexibility.
