Check out www.dotnetnuke.com. It's free and can be put up very quickly. For modules to do the File Management handling look at www.snowcovered.com. Jim Duffy did a talk on DotNetNuke at this year's DevTeach and the simplicity just blew me away.

For file management, the system has numbered areas that refer to all the different internal and customer-specific files for upload/download. To me, the system seems quite antiquated by its look, the fact that it's not very intuitive, and that it only accepts 8-character file names (really).
