You can use PDM (Project Documenting Machine) and AB plugins.
Metadate can be in source code or external table.
Look at http://gorila.netlab.cz/pdm.html on PDM 1.2.0 and download it (source code).
In folder is example of using ab_plugins [root_pdm\]plug-in\ab_plugin\test\AB_PlugIn.pdm
Metadata are stored in file [root_pdm\]plug-in\ab_plugin\test\diamp_ab_demo.dbf
