I did not read the whole document, actually I just stopped reading after the first paragraph:

"Saddam and many Iraqis regarded CW as a proven weapon against an enemy’s superior numerical strength, a weapon that had saved the nation at least once already—during the Iran-Iraq war—and contributed to deterring the Coalition in 1991 from advancing to Baghdad."

From that point, the document has no validity for me, for it starts with the assumption that Iraq used WMD during the Iran-Iraq war and there is no mention about the role played by the UN, the US Congress, the White House or Rumsfeld (at least a search of this words in the document returned empty). I will not dispute if Iraq used or not these weapons, for I can find evidence for the affirmative or the negative (and I believe the affirmative), but, the big difference is that I can not understand and really puzzles me is why the same people that now tries to make me believe that Iraq used CW against Iran, is the same that while this was allegedly happenning, remained shamefully silent, restablished relations with Saddam and sold more weapons to them, at the very least. Basically, I have a great lack of trust towards US officials, because they are hiding the truth now, or they hide it before.
