Put your constants into INI files (well, any text files), or into DBF files. Personally, I prefer the INI version, that allows the user to add additional languages or edit constants, without special software.

For the menu, generate the menu once, and then do changes in the MPR file.
If you want a commercial solution, there is an Intl Toolkit, by Steven Black - but I didn't use it, so I can't vouch for it.
