Yes, youb have to read further into the article. Actually, it pretty much contradicts itself. It states that Saddam had a plan to use WMD, had them in the past, and was quietly planning in the background to continue his WMD program. Quite a misleading report. Anyone could take bits and pieces from it and come up with any result they wanted.
