Hello Paul,

When you create the CSV file, is the column (cells) in question a 'General' data format. If so, it will see numbers as numeric irregardless of how they were in your table. What you want is to have the column in 'Text' format. Then it will keep all leading '0'.

Excel automation can pre-format your columns before data is entered. Excel & CSV files can easily be converted to each other. If you are unfamiliar with Excel Automation. Hilmar Zonneveld has a file somewhere here that explains quite well all you'll require.
