Well, a bully would be anyone who tried to push our country around. Of course they wouldn't do that right now because we are a strong country - militarily. If we ceased to be strong, then I would think a bully would emerge. History has demonstrated that there has always been a bully on the prowl looking to rule people.
The US has been very benevolent towards other countries we've conquered, in my opinion. We have a history of assisting the countries we have defeated and not taking those countries over. We have replaced dictators in the past, but have attempted to give the people of those countries a democratic society that they could govern without our assistance. I don't think Russia, China, or any other communist country has a history of that.
