As Peter says, this is not exactly new. The authorities are aware of the problem, and likely already overloaded with reports of these frauds.

You might want to inform specific institutions involved (for instance, CitiBank if the e-mail is written in the name of CitiBank).

Some campaign to inform the gullible public would be in order, but I wouldn't know where to start. Informational Web sites might help, but they will never be read by all gullibles.
