I believe the BND would tell you that two major contributing factors to Germany "getting rid of terrorist attacks" were the bombing of Tripoli (and other less public moves that got Qadafi's attention) and the demise of the GDR and the Stasi. Bader Meinhoff, D.C. Bendit and the Red Brigade were very dependent on their patrons. It is for this reason making sure that Iran, Syria, Sudan, and factions within Saudi Arabia, Pakistan, and Egypt get the message is essential to deal with the present problem.
