Yes. A field placed in the header is always printed with the specified dimensions, even if the field is longer than the header. Start by resizing the report to make it as least a page long. Then add a field to header and stretch it across the bands until it's as large as needed. Finally, resize the report back to it's original dimensions. The textbox in the header should keep its size, as long as you don't move it around. To print something way down on the page, insert as many line feeds as needed before the text.
