And I definately agree with you. I have done consulting for companies to help them determine where to consolidate and integrate systems geographically and I always left some room for moving in the language. It seems that the quote from the report was pretty defined and specific. If you only check a tiny percentage of the whole and find nothing, that does not indicate that there is nothing in the remaining whole. Of course, it also doesn't prove that there is either.
