I would propose we submit your resolution to a fact-finding committee to first study the feasablility. I believe the UN already has the modality in place for this and in the interest of full-employment for the nephews of the world's kakistocracies, I feel we should submit this to an international forum so we have the wisdom of international opinion to draw on.
