Well, UT is form technical discussions. The Chatter forum has been created for non technical discussions, as part of our exception forum list. Then, we decided to create a category for the Universal Thread related topics. So, we have chosen that forum. If we create a forum for that, we will end up with two non technical forums and only one category in that forum.

You can filter the category. This is what I would suggest to get rid of the other categories you don't want in the Chatter forum.
