The police would be justified in your example. But what would happen if a concerned citizen told the police that they thought some guy had a guy and they were concerned the gun maybe pointed at them or that the suspect would give the gun to someone else that would point it at them. The police would say ok we will check it out and before the police had a chance to search the suspect the citizen gunned down the suspect. After finding no gun would the police let that citizen get away with shooting down the man? I wonder if other citizens would like to have a paranoid trigger-happy citizen on the loose? Or if a jury would accept if he then said he didn't shoot the suspect because he had a gun, it was because he abused his kids.
