It's a twofold point. One, of course, is what's stated above. Second, and in answer to your argument, the President didn't delegate. The Pentagon told him he'd need far more troops than were sent, and he ignored them.
BTW, after his saying for months on the campaign trail that we had sufficient troops, the news of to-day is that the troops in Iraq are going to be increased.
