I disagree with his opinion on whether or not the Sunnis will vote. We will just have to wait and see and a lot could happen between now and then that could have an impact on it too. For now, while the Sunnis participating in the election might give the impression that they view the U.S. effort as legitimate, (which they do not and militants cannot stomach that), boycotting the election would essentially give the government entirely over to the Shiites and that is even more repugnant to the militants.
