Ha ha, good question :)

Well... technically speaking, they are an ethnic group - about 0.5% of population. Until 1800 they were slaves. In 1859 slavery was abolished here and they became free men and women. Gipsies aren't native romanians - they were migrating all over Europe in last 1500 years, coming from India.
