I think a question can be asked here and applied universally. Does a man steal because he is a thief, or is he a thief because he steals?
I believe you have to have larceny in your heart first, then you carry out the deed. That would mean he steals because he is a thief. An honest would only steal under the most dire circumstances like to provide food for his family.
