Typically, yes, however, in 1968 George Wallace of Alabama wone 12.9% of the vote and he created the American Independent political party. He started his own party because his pro-segregation policies were rejected by the Democratic party (and most Americans). Surprisingly, he had a strong showing in the Northern states.
