The way I see it, and what I think Hugo is trying to say is:
if VC=a+b+c+d+e+f+g+h+...+x+y+z
where a=violent crime 1
b=violent crime 2
m=murder
r=rape
z=some other violent crime
The sum of a, b, c, ..., y, z can be greater, even though m and r are smaller than they were in previous years.
