I seem to recall that Mao saw off c. 30m of his own. At one point he mobilised the whole nation to get rid of the birds that were eating the sown crop seeds. Everyone pursued the birds all day, bashing pans and the like, to stop the birds resting. Eventually they fell out of the sky exhausted, they were taken to be tallied, and the nation feasted on sparrows.

Unfortunately the insects on which the birds fed thrived to epidemic proportions and destroyed the crops, causing wide-spread famine.

That's just one of the ways he did it - not necessarily in an evil way, in this case, but misguided.
