How are they a group? What defines them as belonging together? Do you propose that all "youth" be subjected to the 3-strikes rule or tossed out of the country? I'll have to go back through the thread, but I was pretty certain that we were not talking about a generic group of people, but rather one that has some commonality other than crime.

>I don't think you get the point here. The 'group' is not defined by ethniciy, skin colour, age or religion, but a phisical group committing crimes. There are groups of youth causing problems. You focus on those groups (and not on the described criteria above). Most of the time the group homogenous in ethnicity, relgion, age group etc.
