When I open the report preview window in design mode with ReportBehavior set to 90 I cannot initially adjust the window size vertically or diagonally nor can I maximize, minimize or close the window with the controls on the preview window. I can, however, resize horizontally and close using the control window. If I move the control window or resize the preview window horizontally I can then do all of the above. Weird.

Also, the position and size of the preview window and the position and docking status of the control window are not remembered between previews.
