The Ottoman Empire might argue with that and history would support it. The Palestinians were originally many separate ethnic groups on the banks of Jordan. The Palestinian National Covenant didn't exist until 1964 and was adopted years later. The idea of a group of Arabs whose ancestors inhabited the British mandate of Palestine constituting a group separate from the rest of the Arab world didn't exist until the mid 60s.
