Unfortunately, we have a similar situation here in Bolivia. It works like this: employees get contracted for up to 3 months. Then, they are fired, and new employees get contracted. According to Bolivian law, that way they don't have to pay certain additional benefits. The short-sighted bosses prefer to save this money, and don't give a damn about having people with experience in the company.
