As to my knowledge, masks do not apply to ICO files.

In this thread I try to concentrate on ICO files only. There are situations that bitmaps are not allowed, most notorious in the case of the Icon property. So, I'm in search of a solution for ICO files only.

I may have had some success with changing the white color (255,255,255) to (254,255,255) via 'Set Palette' in an old version of Iconforge, but other times this method seemed to fail. I also didn't get it to work when using the icon-editor in Visual Studio C++.
