Further to Hilmar's advice it might be necessary also, in the report expression dialog (properties) to set the "Float" button (also with any fields alongside the subject field). Thus, e.g. if add line 2 is empty, but add line 3 isn't, add line 3 will "float" up to add line 2's position.
Be careful of fields tagged as "fixed relative to top of band"
