I can not talk for Bulgaria but I remember that times. In my country the point of break even of engineers salary compared to a skilled worker was at the age of 42 (And we finised univerity in our mid twenties). I now that fact before I start higher education.
But, the point is the country invests in the education at this times. In fact it pays all and everything and even hand money (around 1/3 of the salray of a worker) to every student.
Do you feel that the return of investment should go to the investor? <g>
