IIRC, "back then" you had to be a land/property owner to vote. Anyway, when the Constitution was being drafted, the small States were concerned with being "out represented/out voted" by larger States and States to the west [like Pennsylvania] who could expand their borders westward in order to increase their representative power. So the idea of an equal representation Senate was born. The genious behind the writing of the Constitution and its history is fascinating.
