No. It must be a COM EXE. Put the "Report Form.." in a method in a class of the VFP COM EXE. Then createobject that COM exe in your VFP mtdll and call its method to do the "REPORT FORM.."
You may have to grant rights, thru DCOMCNFG, on the VFP COM EXE.
