>The rotation property is supposed to work with Shapes. I place a rectangle on my form, I set the Rotation Property to 45 degrees. Absolutely nothing happens either in design or when running the form.

For shapes, you have to define a PolyPoint array and that's what will be rotated, not the "shape" but the shape defined by the polypoints.
